If you wish to change the preferred timezone of your ad account, you'll have to create a new account. Here's how:
Switch your profile to the page you wish to manage and access the page.
In the left side menu, click Meta Business Suite.
On the bottom left corner, click Settings
Scroll down and click Ad Account Settings.
Select Payment Settings.
Under the Business Info section, click Edit on the top right corner.
Under the Currency and Time Zone section, select a new timezone option from the drop down menu.
Click Save.
Select Create New Account.
