Unfortunately, there is no way to see which specific Instagram users watched your Instagram Reel.
However, you can view other information from your Reels Insights or general Instagram Insights.
To do this, you'll first need to switch your personal account to a business or creator account.
How To Access Instagram Reel Insights
NOTE: Instagram Reel insights are only available via the mobile app
You can't view these Insights without creating Reels, so you'll first need to create Reels before Reel Insights are available on your Instagram account.

Insights For Individual Reels
To see insights on a specific Reel, tap the Reels tab on your profile page to view all Reels posted.
Tap the Reel.
Tap View Insights at the bottom of the Reel to open the insights page.
Insights For All Reels
Tap your Instagram profile icon on the bottom right corner.
Tap the three line menu icon on the top right.
Tap Insights.
Scroll down and tap Reels beneath the Instagram Stories option.
Which Metrics Are Available For Reels?
You can view the following metric Insights for Reels:

Likes

Comments

Shares

How many accounts reached

You will also be able to view any monetization or ad information regarding the Reel.
Are There Any Third Party Apps For IG Insights?
While there are many third party apps that may promise to give you more in depth information on the Instagram algorithm, there is no way to determine who specifically has watched your Reel.
This information is not provided by Instagram, regardless of whether or not the user has a public Instagram account.
